Founding Members - Founding Members are individuals whom the Board feels exemplify the mission and spirit of the founders of the school.
Toby Dowling, Board President  email Toby
Toby is an urban planner for a large consulting firm in NYC, involved in the preparation of environmental assessments and planning studies for land use and transportation projects. She has been living in Jersey City with her husband, Jim, for thirteen years. Her daughter Molly is currently in sixth grade, and son Gabriel is in third grade. Toby has maintained a strong level of involvement at LCCS, dabbling with different volunteer opportunities over the years, ultimately leading her to join the Board of Trustees. Roger Sayre, Board Trustee   email Roger
Roger is an artist and college professor. He teaches art at Pace University in NYC. He is married to Christy Sayre and their 7th grader daughter, Olive, has been at LCCS since 2nd grade. His favorite sport is disc golf. LCCS Board Trustee Since: 2011

Shelley Skinner, Treasurer, Finance Committee Chair  email Shelley

Shelley Skinner is the Executive Director of Better Education for the Better Education Institute (BEI). Prior to this, Shelley was the Deputy Director for Better Education for Kids (B4K) focusing on grassroots organizing and operations. Before getting involved in education advocacy, Shelley worked as a producer and international distributor of high quality children’s programming, most notably Thomas The Tank Engine. As she had her own two children, and put down long-term roots in Jersey City, NJ, she became aware of an overall lack of vision and leadership in many areas of government, but specifically in education.

Shelley watched many young families struggle as hers does with the issue of teacher quality and limited school choices, the combination of which drive young families from urban centers. In 2007, Shelley was named Jersey City Woman of Action for her work in education advocacy. In 2009 Shelley, Shelley ran a successful city Council election campaign where her candidate won 63% of the vote. Before joining B4K, Shelley served as the Director of Development and Community Relations for one of the highest performing charter schools in New Jersey, the Learning Community Charter School.

Shelley was a member of Governor Christie’s Education Transition Team and currently serves as the Advocacy Chair on the board of The New Jersey Charter Public Schools Association. Shelley is a graduate of Pitzer College, and a native of Chicago, Il. LCCS Board Trustee Since: 2010
Ilse Sigmund, Secretary  email Ilse
Ilse is a small business owner and web developer with almost 20 years' experience in technology services and project management. She started the consulting business, VickeryHill, to bring her passion for the productive use of internet technology to other small companies.

Ilse has spent a great deal of the last 4 years at LCCS as class parent, volunteer, technology committee member and now member of the Board. She is a graduate of Middlebury College in Vermont. Ilse and her husband, Don Wenner, have 2 children attending LCCS – Kurt (4th grade) and Derek (2nd grade). LCCS Board Trustee Since: 2012
Wendy Tom, Board Trustee   email Wendy
Wendy is a Computer Programmer at Merrill Lynch / Bank of America with a degree in Management Information Systems from St. Peters College. She has been a Jersey City resident since 1997 with her husband James and their children Russell (7th grade) and Miles (5th grade who attends LCCS).

Wendy has been committed to raising funds for LCCS by heading up JuneAPalooza for the past 6 years as well as being the yearly class parent. She was employed at LCCS in 2011 as Student Records / Food Service Coordinator. Prior to joining LCCS she was Board Secretary at Garden Preschool Cooperative and ran the Summer Camp Program during that time. LCCS Board Trustee Since: 2012
Tammy Walters, Board Trustee email Tammy
Tammy has over 25 years experience in digital media production in television, content development, interactive e-books and app development. Walters has co-founded successful companies, managed production divisions and run large production pipelines in various digital studios.

Throughout her career she has leveraged her passion for technology and love of content to convey brand messages that enrich and entertain children of all ages. Tammy has worked extensively with such notables as Barnes & Noble, Disney, Sesame Street, Cartoon Network and Nickelodeon.

Tammy has been an LCCS class parent and volunteers on various committees and is new to the Board this year. She is a graduate of the Atlanta College of Art. She and her partner, Allyson are the parents of Beckett who is in 3rd grade at LCCS. LCCS Board Trustee Since: 2013
Mace Bell, Board Trustee  email Mace
Mace has been an architect for over 25 years. He is currently employed in Strategic Planning and Project Management at Express Script in Franklin Lakes, NJ. He is a graduate of The Cooper Union, Chanin School of Architecture in New York, NY. Mace enjoys coaching his son’s soccer team and has been an integral part of the growth of the Jersey City Soccer Association. Mace and his wife Isabel are the parents of 4 children -- Nina, 2007 LCCS graduate; Madeleine, 2011 LCCS graduate; Lucas is currently in 4th grade; and Liam is a future LCCS student. Joe Santella, Board Trustee email Joe
My name is Joseph Santella. My son Carlo and step daughter Haley are both graduates of Learning Community Charter School and now attending NcNair Academic High School in Jersey City. I have served on the LCCS Board of trustees for the past four years, as President and most recently as Treasurer and chair of the Finance Committee.

During my term, I attended nearly every monthly board meeting, served on the labor contract negotiation committee, performed demographic analyses of the student body and the LCCS applicant pool, statistically assessed the performance outcomes of students who received additional NJASK test support, analyzed monthly financial statements, participated in board strategic planning work shops, attended association conferences to learn more about Charter School operations and most recently worked with the Finance Committee, including the principal and business administrator, to secure a 2013-2014 approved school budget.

I currently work for Verizon Communications, Inc. and serve as Operations Manager – Corporate Tax IT. My work involves managing teams of Information Technology professionals who specialize in serving Tax professionals. I have been with Verizon for twenty-nine years. I hold a Bachelor’s Degree in Economics and Political Science from SUNY Stony Brook, and a Masters Degree in Finance from Pace University Graduate School of Business. I am also a graduate of the United States Army Command and General Staff College.

My background in education stems from thirty-three years of service in the United States Army Reserve. I had the honor of serving as a commissioned officer in three different training divisions from 1983 until my retirement is 2009. As a captain, I commanded basic training companies and was responsible for leading the instructor cadre staff and conducting basic training and infantry training operations at various military installations in the United States.

 After several years in staff officer positions where I planned and supported training operations, I served for four years as a training battalion commander. As a battalion commander, I was responsible for all aspects of leadership, planning, financial management, sustainment and the conduct of large scale annual training schools sizing up to 1,000 student soldiers at Ft Lee, VA.

This experience provided me with unique insight into what it takes to run large scale education institutions, and allows me to translate that into value to the LCCS Board of Trustees. LCCS Board Trustee Since: 2010
Horace Anderson, Board Policies Committee Chair email Horrace
Horace Anderson is a professor and Associate Dean at the Pace University School of Law School. He teaches in the areas of domestic and international intellectual property, communications law, privacy law, contracts, and economic analysis of law. Prior to joining Pace, Horace practiced at the New York office of the global law firm White & Case LLP, advised companies in business strategy as a consultant at the New York office of Monitor Group, and worked as a systems integration consultant in the Financial Markets Division of Andersen Consulting (now Accenture). Professor Anderson received his bachelor’s degree from the Wharton School of the University of Pennsylvania, and his law degree from the University of Pennsylvania Law School. In addition to serving on the LCCS Board, Horace serves on the board of the Lafayette Avenue Presbyterian Church, and he coaches youth football with the Brooklyn Skyhawks Football Club. Horace and his wife Enshalla live in Jersey City with their two sons, Elijah and Jacob. LCCS Board Trustee Since: 2010
Liz Brown, Evaluations Committee Chair email Liz
email LizLiz is a Professor of Early Childhood and Elementary Education at William Paterson University. Liz has experience teaching at both LCCS and Intermediate School 184 in the South Bronx. Additionally, Liz worked with the Institute on Education, Law and Policy at Rutgers University as a graduate assistant. Liz is a graduate of Rutgers University- Newark, City College - CUNY, and Wheaton College in Norton, Massachusetts. Liz's Ph.D. research examined LCCS's history and its ability to maintain a racially and economically diverse student body. Liz and her husband, Gaz Brown, live in Jersey City and have two daughters - Penelope and Matilda. LCCS Board Trustee Since: 2013

Colin Dunn  email Colin

Colin Dunn is Vice President Finance and Corporate Secretary of Bel Fuse Inc., a world-wide electronics components manufacturer located in Jersey City since 1949. He has worked with Bel in Jersey City since 1991. Colin starting his international career at Weyerhauser Company in 1972 as a Management Accountant. During the first six years of his career at Weyerhauser, he held financial management  positions in the Philippines, Indonesia and Hong Kong.

Colin received an MBA from Yale University, School of Management, in 1980 and received his Accounting Certificate from the Gordon Institute of Technology, Deakin University Australia in 1969. He is a CPA and Fellow of the Australian Society of Accountants.


Teacher Members - The two members are full-time teaching staff of the school, elected by the full-time faculty and approved by the Board.

Casey Crane email Casey
Casey began teaching right out of college in 1984 and has been at it since. This is her 30th year as a classroom teacher. Casey has her BA in Early Childhood Education and her master's in Reading Education. She has taught children, nursery school through fourth grade, and was a curriculum coordinator for a number of years for a primary school. Casey loves her work and feels protecting childhood is one of her major responsibilities as a teacher. LCCS Board Member Since: 2013
